Who must hold a MOCSLA licence?কাকে MOCSLA লাইসেন্স রাখতে হবে?
Anyone operating a courier / parcel / mailing service for hire within or across Bangladesh under Bidhi 3(1). Postal Department traffic and pure intra-corporate dispatch are exempt (Bidhi 3(2)).
What is the application fee?আবেদনের ফি কত?
BDT 5,000 non-refundable application fee, plus the registration fee BDT 5,000 (one-time, paid before submission). Licence and renewal fees vary by category — see the 2013 Bidhimala schedule for the per-category amounts.
How long does processing take?প্রক্রিয়াকরণে কত সময় লাগে?
Bidhi 9(1) sets a 45-day statutory benchmark from submission to decision. Time spent in correction_required pauses the clock (Bidhi 9(3)). You can watch the current stage on the tracking page on your dashboard.

Why do I need a bank guarantee?ব্যাংক গ্যারান্টি কেন প্রয়োজন?
Bidhi 7(2) requires every operator to post a bank guarantee from a scheduled bank. It backs compensation orders to citizens for lost / damaged / misdelivered parcels and is forfeited if the licensee fails to honour an adjudicated order within 30 days (Bidhi 21(4)).
How much should the bank guarantee be?গ্যারান্টির পরিমাণ কত?
The minimum varies by category and is published in the licence tariff schedule. As a rule of thumb: Aku-1 (largest inland) ≥ BDT 10 lakh; Aku-4 (smallest inland) ≥ BDT 1 lakh; international categories start at BDT 25 lakh.
What goes in the character declaration?চরিত্রের ঘোষণায় কী থাকে?
Bidhi 6(1)(গ) bars any proprietor, director, or authorised representative convicted of an offence involving moral turpitude. The declaration is a self-attestation; the optional Police Clearance Certificate (PCC) speeds up review. Concealment is itself a separate violation.

What is the parcel levy?প্যাসেল রাজস্ব কী?
Every successfully booked parcel attracts a 0.20 BDT regulator levy. Operators report their booking counts via the M2M API or quarterly self-declaration. The levy funds the regulator's inspectorate, citizen helpdesk, and compensation backstop.
How am I billed?বিল কীভাবে আসে?
On the 1st of every month an invoice is auto-generated for the prior month's booked count × 0.20 BDT, payable within 15 days via the existing EPS / a-challan / bank-draft rail you use for licence fees. You see every invoice on your operator dashboard.
What if I disagree with the count?গণনায় আপত্তি থাকলে?
Open the disputed invoice from your dashboard and file a dispute with a written reason. An admin reviews your dispute against the M2M ingest log; outcome is either upheld (invoice voided) or denied (settled at the original count).

How long is a licence valid?লাইসেন্সের মেয়াদ কত?
Most categories: 3 years from issue. Renewal application must be filed within 30 days of expiry (Bidhi 12(2)). Categories with a grace period allow renewal up to N years after expiry without re-applying from scratch.
Will you remind me before expiry?মেয়াদ শেষের আগে কি স্মরণ করিয়ে দেওয়া হবে?
Yes. We send email + SMS reminders at 90, 60, 30, and 7 days before expiry to the primary contact on file. Keep your contact details fresh on your company profile.

How does a citizen file a complaint?নাগরিক কীভাবে অভিযোগ করেন?
Via /complaints/new with the parcel tracking number and operator name. The operator must respond within 15 days (Bidhi 20(2)); failure to respond results in a default order in the citizen's favour.
What can the regulator do if I miss a compensation order?ক্ষতিপূরণ আদেশ না মানলে কী হয়?
Bidhi 21(4) authorises the regulator to forfeit the bank guarantee, suspend the licence, and refuse renewal. Repeat failure can lead to cancellation under Bidhi 17.
